The Highway Department is a mysterious organization that watches over and patrol the Enamel City Bridge and Enamel City's highways, recognizing the Highway Demon as-as a threat and kept a watch on the Devils Nest gang. They were the organization that contacted Lady and later paid both her and Dante for the job, though was deducted to help repair the bridge.[1]
Oddly enough, they're very informative and somewhat shady. They were competent enough to not only know of Lady and her reputation but even her real name.[1]
